After staring at it, I'm guessing that the bush already existed and the home owner decided after to build a fence. He built the fence frame first, and then inserted the vertical slats one at a time and custom cut the holes. You can see that each hole is never in the center of slat, so it would be easy enough to insert the slats without having to pull the bush through it, like putting on a t-shirt....
